Southeast Louisiana Veterans Health Care System (SLVHCS) is recruiting an individual with proven leadership skills to serve as the Chief, Pharmacy Service. The Chief, Pharmacy Service must be Licensed Pharmacist with 3-5 years' experience as a leader providing direction in organization planning and implementation of pharmacy programs which promote effective utilization of all resources and promote quality pharmaceutical servicesthroughtoutthe outpatient and inpatient settings. Develops and maintains pertinent programs designed to maximize Pharmacotherapeutic benefits from patient outcome and perspectives. Includes, but not limited to, Pharmacoeconomics; inpatient and outpatient programs in Pharmacokinetics, Nutrition, Oncology, Surgery, Medicine, Geriatrics and Geri-psych, Long Term Care, Rehabilitation Medicine, Acute and Long Term Psychiatry, Drug and Alcohol, Ambulatory Procedure Unit, Home Based Primary Care, Spinal Cord Injury, Hospice, Drug Treatment rehabilitation; pharmacist directed clinics in Geriatrics, Ambulatory Care, Women's Health, Infectious Disease, Diabetes, Anticoagulation, Clozapine Monitoring, Prescription Refill, Mental Health; and interdisciplinary patient education programs in smoking cessation and cardiology. The incumbent will provide expertise in leadership in clean room operation and utilization. Identify problems that affect patient care program and effectively utilize problem-solving techniques to resolve these problems. Develop pertinent medical center or service procedures/standards for implementation. Promote staff development and training program that improve the proficiency and performance of all levels of pharmacy personnel. Utilizes previous experience to work in collaboration with both Union leadership organizations. This position is responsible for directing affiliated training programs for pharmacy students, fellows, clerks and interns. Additional responsibilities include, interviews employee candidates, recommends appointments, advancements or the professional Standards Board or disciplinary actions if appropriate. Allocates resources based on most effective use and quality patient care. Define policy and philosophy for pharmacy and medical center staff. Actively participates in Medical Center Clinical and Administrative Boards and Committees. Encourages and support service related efforts to provide original and collaborative research activities. Support the Medical Center investigational drug studies. Maintains close liaison with clinical and administrative services, monitors programs and reports to appropriate management officials the Service's potential and resource requirements. Determines resources need and allocates resources, assuring proper utilization and the productivity, efficiency and cost effectiveness of the operation. The incumbent with carry forth the Leadership Vision of the Project Legacy (replacement hospital) to all Pharmacy staff. It is incumbent upon the Chief of Pharmacy to provide to the Medical Center Leadership the expertise guidance for the infrastructure in the establishment of the new hospital's full inpatient pharmacy services.
BASIC REQUIREMENTS:a. Citizenship - Citizen of the United States.
b. Education -
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
c. Licensure - Hold a full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

GRADE DETERMINATIONS: GS-15
Experience. In addition to the basic requirements above, the equivalent of one year of creditable experience at the next lower grade level (GS-14) which is directly related to the position to be filled. Additionally, experience of 3-5 years as a Chief of Pharmacy, Assistant Chief of Pharmacy or Clinical Coordinator is preferred. Applicant must have experience with drug distribution, operation of a clean room, LOC, etc.
In addition to meeting the experience requirements, pharmacists at this grade level must demonstrate the following Knowledge, Skills, and Abilities (KSA'):

Applicants must respond to each KSA and submit with application package as these KSA's will be reviewed by review panel.
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs. 5. Skill in managing available resources to support the missions and goals of the organization. 6. Ability to plan, organize, and direct the functions of the pharmacy staff.
